A former student at the École nationale d'administration (ENA) and Inspecteur des finances, François Villeroy de Galhau was Directeur général des Impôts (2000-2003), then CEO of Cetelem (2003-2008). He then became head of BNP Paribas retail banking in France (2008-2011), then deputy CEO of the BNP Paribas Group, in charge of domestic markets and CSR (2011-2015). In 2015, the government entrusted him with a mission on the financing of business investment.
Jean-Paul Faugère has been Vice-Chairman of the ACPR since August 2020.
The Vice-Chairman of the ACPR oversees the stability of the financial system and guarantees the protection of customers of those subject to its supervision (organizations in the banking and insurance sectors). He participates in the development and implementation of measures to prevent and resolve banking crises, with the aim of limiting recourse to public financial support as far as possible. To carry out its duties, the ACPR has supervisory and sanctioning powers.

A graduate of the École polytechnique, the Institut d'études politiques de Paris and the École nationale d'administration, Jean-Paul Faugère began his career as insurance supervisor (1980 - 1981). He then held supervisory, advisory and management positions at the Conseil d'État (1983-1990), then at the Commissariat à l'énergie atomique (1990-1994) and in various ministerial cabinets. Between 1997 and 2007, he was Prefect of Loir-et-Cher, Vendée, Alsace and Bas-Rhin. After serving as Chief of Staff to the Prime Minister from 2007 to 2012, he joined CNP Assurances as Chairman of the Board of Directors.
Marie-Anne Barbat-Layani was appointed Chairwoman of the Autorité des marchés financiers (AMF) by decree of the President of the French Republic on October 26, 2022. She succeeds Robert Ophèle, whose term expired on July 31. Jean-Claude Hassan has been acting Chairman since that date.
The Chairwoman of the AMF is responsible for regulating players and products in the French financial marketplace. Her mission is to ensure the protection of savings, investor information and the smooth operation of financial markets. To this end, it is empowered to issue rules, monitor market participants and savings products, and impose disciplinary or financial penalties. She can also propose a mediation mechanism in the event of conflict.

She began her career in 1993 at the French Treasury, where she was appointed Deputy to the Secretary General of the Paris Club, then Deputy Head of the Energy, Mining and Telecoms Office of the French State Holdings Department.
In 1997, she joined France's Permanent Representation to the European Union in Brussels as financial attaché in charge of competition, state aid and financial services.
Three years later, she joined the cabinet of the Minister of the Economy, Finance and Industry as technical advisor in charge of European affairs.

From 2000 to 2007, she was head of the Bureau of Credit Institutions and Investment Firms and Secretary General of the Comité National de l'Euro, within the State and Economic Financing Department of the French Treasury. She was then appointed Deputy Director of Banks and Public Interest Financing.
In 2007, Marie-Anne Barbat-Layani became Deputy General Manager of the Fédération nationale du Crédit Agricole. In 2010, she joined the Prime Minister's office as Deputy Chief of Staff. From 2012 to 2014, she joined the General Inspectorate of Finance. From 2014 to 2019, she was General Manager of the French Banking Federation and the French Banking Association.
In 2019, she was entrusted with the general secretariat of the economic and financial ministries, for which she is also senior defense and security official.
Robert Ophèle has been Chairman of the French Accounting Standards Authority since February 6, 2023. He was appointed by the French President for a 6-year term, renewable once.
The Chairman of the ANC is responsible for simplifying and updating accounting standards for French companies, while proposing reforms to enhance the effectiveness of international accounting standards. As such, he coordinates all theoretical and methodological work in this field.
The Chairman of the ANC is also a member of the college of the ACPR, the college of the AMF and the college of the Conseil de normalisation des comptes publics (CNOCP).
A graduate of ESSEC business school, Robert Ophèle joined the Banque de France in 1981, where he spent most of his professional career, working in banking supervision, the design and implementation of monetary policy and the central bank's financial management. He was seconded to the FED as Director of Budget and Management Control, Deputy Director General of Research and International Relations, then Director General of Operations, before taking up the position of Second Deputy Governor of the Banque de France from January 2012 to July 2017; in this capacity he was a member of the ECB's Prudential Supervisory Council. From 2017 to 2022, he was Chairman of the Autorité des Marchés Financiers.

Her articles have appeared in the Journal of Financial Economics, Journal of Banking and Finance, Journal of Comparative Economics, Journal of Financial Services Research, Journal of Financial Stability, etc. She is a former Associate Editor of the Journal of International Financial Markets, Institutions & Money.
Her research interests include banking microeconometrics, corporate governance, banking risk and banking regulation.
Laëtitia Lepetit is a graduate of the University of Limoges and obtained her PhD in Economics from the University of Limoges in 2001.
Ingrid Nappi was appointed to the High Council for Financial Stability in June 2024 by the President of the French National Assembly.
Ingrid Nappi has been head of the Real Estate Economics course at Ecole des Ponts ParisTech since 2002. She is director of research and holder of the Economics of Urban Ecological Transition Chair (Real Estate, Housing, Architecture, Development) at the Institut Louis Bachelier.
Ingrid Nappi is a lecturer, consultant and author of numerous books and articles on the theme of sustainable real estate and cities, as well as on the management of real estate and corporate workspaces in a societal and environmental context.
She acts as scientific advisor to a number of expert committees. Recently a member of the Scientific Council of the French Ministry of Culture's Observatoire de l'Economie de l'Architecture.
She is also past-President and director of ERES (European Real Estate Society).
Appointed FRICS (Fellow of the Royal Institution of Chartered Surveyor), she has been a member of the Cercle des Femmes de l'Immobilier since 2002.
She is also Chevalière de l'Ordre national du Mérite and Chevalière de la Légion d'Honneur.
Caroline Hillairet was appointed to the High Council for Financial Stability in June 2024 by the Minister of the Economy, Finance and Industrial and Digital Sovereignty.
Caroline Hillairet has been a professor at ENSAE Paris since September 2015. She is a member of the CREST finance and insurance laboratory. Her main research themes concern, on the one hand, the modeling of cyber risk, and on the other, financial risks notably linked to longevity.
Her research areas also include credit risk and asymmetric information modeling. From 2005 to 2015, she was an associate professor at Ecole Polytechnique, in the Mathematical Finance team of the CMAP laboratory (Centre de Mathématiques Appliquées).
She was a member of the ANR Lolita (Dynamic models for human Longevity with Lifestyle Adjustments) project on longevity risk, focusing on financial aspects such as long-term interest rate modeling and intergenerational risk sharing.
She has also been a member of the Board of Directors of the Institut des Actuaires since November 2020.
